Transports : hausse de 5 % du billet en janvier
Le billet de bus passera de 2 euros à 2,10 euros le 1er janvier. La hausse a été annoncée mardi par la compagnie. Elle ne concerne pas les abonnements mensuels. Ceux-ci restent à 30 euros. Selon la compagnie, environ 1 500 voyageurs achètent un billet à l’unité chaque jour. Les enfants de moins de six ans voyagent gratuitement. Le tarif actuel reste valable jusqu’au 31 décembre.

The bus ticket will rise from 2 euros to 2.10 euros on 1 January. The increase was announced on Tuesday by the company. It does not concern monthly passes. These remain at 30 euros. According to the company, around 1,500 passengers buy an individual ticket each day. Children under six travel free. The current fare remains valid until 31 December.

Restore only what the headline supports
Headlines often omit articles or an explicit verb: Fermeture du pont lundi can announce a closure on Monday without saying who closes it. Hausse des prix means an increase in prices. A nominalization is a noun built around an action or state, such as fermeture from fermer. Recover the event, then find actor, date, and certainty in the article.
Recover an event without inventing a sentence
A headline can name an event without providing a complete sentence. Consider the fictional headline Rénovation du cinéma en septembre. Rénovation means renovation, du cinéma of the cinema, and en septembre in September. The title identifies a project and a month but has no finite verb establishing its tense or status. The body might announce planned work, describe work underway, or review a finished renovation. Do not automatically supply an actor and a completed past. A cautious first reading keeps the event and date while leaving those questions open.
A nominalization is a noun used to express an action or process that a verb could express. La rénovation relates to rénover, renovate. In Le cinéma sera rénové en septembre, the future passive presents the renovation as upcoming. In La rénovation du cinéma est terminée, terminée means finished and supplies a completion claim. The headline's noun alone does neither. Expanding compressed prose is useful only if the added grammar remains supported by the article. It is not an invitation to choose whichever full sentence sounds most natural.
What does the compressed wording establish?
French wording
Reading consequence
Rénovation du cinéma en septembre
Renovation and month; status still needs context.
Le cinéma sera rénové en septembre.
Future renovation presented.
La rénovation du cinéma est terminée.
Completion asserted.
Le cinéma rouvrira-t-il cet été ?
Reopening posed as a question.
These invented headlines differ in status, not merely length. A noun phrase, a question, and an attributed judgment do not warrant the same full-sentence expansion.
Noun relationships can also hide the actor. The fictional title Critiques de la directrice après le concert contains critiques, criticisms, la directrice, the director, and après le concert, after the concert. Depending on context, the criticisms may come from the director or concern her. De by itself does not settle the direction. The body might say La directrice critique les musiciens, the director criticizes the musicians, or Les musiciens critiquent la directrice, the musicians criticize the director. A compressed noun group may therefore leave a real ambiguity.
Punctuation organizes topics without supplying missing relationships. In the fictional headline Cinéma : un chantier plus long que prévu, un chantier means building work and plus long que prévu longer than expected. The colon introduces a development about the cinema. It does not mean the cinema performs the work. The comparison has a baseline, the expected length, but no number. You can infer a difference relative to the plan, not how many days it adds or whether the extra time necessarily changes the reopening date.
A present-tense headline may describe a newly reported past event. Le comité valide le projet means the committee approves the project, but its article could say approval occurred the previous evening. This is a genre convention, not a new tense form with a fixed translation. Valide is still grammatically present. The body supplies the event's actual time. Keep publication date, announcement date, and event date separate. Reading every present headline as something happening at the exact moment of publication would distort ordinary retrospective news coverage.

Les musiciens critiquent la directrice.

The ambiguous noun phrase can be clarified by an explicit subject and object. These fictional body sentences assign opposite directions to the criticism.
Questions and quotation marks also constrain commitment. Le cinéma rouvrira-t-il cet été ? asks whether the cinema will reopen this summer. « Une réussite » selon le comité presents a success judgment attributed to the committee. Neither is a direct assertion that reopening has happened successfully. Rouvrir means reopen and une réussite a success. Headline compression often removes the reporting sentence that would make these relationships explicit. Preserve the visible question or attribution rather than filling the gap with a confident declaration before reading the body.
Read numbers in French notation
A space commonly separates thousands, and a comma marks decimals: 1 500,50 euros is one thousand five hundred euros and fifty cents. French dates commonly use day/month/year. A movement from 10 % to 12 % is two percentage points and a 20 % relative increase. Do not replace one measure with the other.
Read the denominator before interpreting the number
French numerical punctuation can reverse an English reader's first impression. In the fictional figure 3 450,75 euros, the space groups thousands and the comma begins the decimal fraction. The amount is three thousand four hundred fifty euros and seventy-five cents. 3,5 millions d'euros means three and a half million euros, not thirty-five million. Identify the unit after reading the digits. A budget, a price per seat, and a total annual cost can all be monetary amounts, but their different scopes prevent a direct comparison without further information.
A percentage expresses a part relative to a whole. That whole is its denominator, the amount you divide by. In the fictional sentence Trente billets sur cent sont vendus, billets means tickets, sur cent out of one hundred, and vendus sold. Thirty of one hundred is thirty percent. If the next session sells thirty tickets out of two hundred available seats, sales count is unchanged but the sold share is fifteen percent. Des billets disponibles, available tickets, and des spectateurs, spectators, name different wholes. Find the noun group before interpreting the percentage as a general trend.
Different baselines produce different readings
French wording
Reading consequence
de 20 % à 25 %
Five percentage points; 25% relative growth.
de 8 euros à 10 euros
Two euros; 25% of the old price.
30 billets sur 100 sont vendus.
30% of the available tickets are sold.
30 billets sur 200 sont vendus.
15% of the available tickets are sold.
The figures are invented. Each row identifies what the change is measured against, so similar numbers cannot be substituted without changing the quantity described.
Percentage points describe the difference between two percentage values. Suppose a fictional hall's occupancy rises from 20 % to 25 %. The difference is five percentage points. Relative growth compares that difference with the original value: five divided by twenty is one quarter, or twenty-five percent growth. The two descriptions are compatible but answer different questions. A claim of five percent growth would give a different final share, twenty-one percent if the starting share were twenty percent. Do not substitute a familiar-sounding number for the calculation's actual denominator.
Price changes use the old price as the baseline for relative growth. In the invented example Le tarif passe de 8 euros à 10 euros, le tarif means the price and passe de...à moves from one value to another. The increase is two euros. Divide two by the original eight to find a quarter, or twenty-five percent. Dividing by the new ten gives twenty percent, but that answers how much the increase represents relative to the new price. It is not the usual percentage increase from the old price.
A comparison also needs matching periods and units. Le cinéma accueille 600 visiteurs par semaine contains accueille, receives or welcomes, and par semaine, per week. 600 visites par mois would instead count visits per month. A returning person may generate multiple visits, and a month is not a week. Even similar-looking totals may therefore describe different measurements. Before calling a number higher or lower, establish what is counted, over which period, and against which baseline. Headline brevity often leaves one of these dimensions to the article.
Same numerator, different whole
One hundred available
Trente billets sur cent sont vendus.
Trente billets
Count sold: numerator

Available total: denominator
sont vendus.
Sale status
Two hundred available
Trente billets sur deux cents sont vendus.
Trente billets
Same count sold
sur deux cents
Larger available total
sont vendus.
Same sale status
Both sentences describe thirty tickets sold. Doubling the available total halves the sold share, even though the count of sold tickets remains unchanged in this example.
Ranges and approximations should survive numerical checking. Près de trois mille entrées means nearly three thousand admissions, while plus de trois mille entrées means more than three thousand. Entrées counts admissions here, not necessarily distinct people. Une baisse de près de 10 % describes a decrease close to ten percent, not an exact ten-percentage-point fall. Arithmetic can reveal an inconsistent claim, but it cannot supply missing measurement definitions. If the article never identifies the population or period, preserve that gap instead of calculating a falsely precise conclusion.
Watch announcement and implementation
Annonce d’une baisse does not necessarily mean a price has already fallen. Report de la réunion means postponement of the meeting, not an English report about it. Actuellement means currently; éventuellement means possibly or if appropriate, not inevitably eventually. Use the body of the article to resolve the shortened title.
Separate decisions, schedules, and implementation
A noun can refer to a decision about an event rather than the event itself. In the fictional title Adoption du projet de piscine, adoption means approval or adoption and un projet de piscine a swimming-pool project. The approval is not the construction. Ouverture de la piscine instead names opening, though its timing still needs context. Identify which event the main noun names before adding a verb. A summary that turns approval into a newly operating pool changes the main event, even if every other word seems plausible.
Layers of nouns can keep a decision provisional. Présentation d'un projet de rénovation means presentation of a renovation proposal. The first event is presentation, the thing presented is a proposal, and renovation is what that proposal concerns. None of these words alone establishes authorization, funding, or completed work. Présentation and projet are not decorative words that can be dropped for brevity. They determine how far the article has progressed from discussion to action. Read outward from the principal noun, then check the body for later decisions that might change the status.
Which step has the text reached?
French wording
Reading consequence
Présentation d'un projet de rénovation
Proposal presented, work not established.
Adoption du projet
Approval, not completion.
Demande de suspension
Suspension requested, not granted.
Travaux achevés
Work described as completed.
These fictional phrases name different stages in a decision process. A request or proposal cannot be expanded into authorized implementation without additional wording in the article.
Similarly, demande de suspension means a request for suspension, not a granted suspension. Refus de la demande means rejection of the request, and suspension confirmée a confirmed suspension. In a fictional cultural report, the event could concern a festival permit. Une autorisation means a permit or authorization. A request to suspend that permit does not itself stop the festival. Keeping the event chain separate is especially useful when opposing institutions make statements on different days. A headline may report the newest step while the opening paragraph recalls earlier steps.
Date expressions link events as well as calendar values. In an invented notice, Exposition du 12/06 au 18/06, une exposition means an exhibition. Under the stated French day/month convention, the span runs from 12 June to 18 June. But Inscriptions avant le 12 juin concerns registrations before that date, not the exhibition's duration. À partir du 12 juin means starting on 12 June and does not give an end date. Restore the event attached to each date instead of treating all dates in the article as one schedule.
French expressions for change can be deceptively familiar. Le report du vote means postponement of the vote, whereas le rapport sur le vote means the report about the vote. Le vote est maintenu means the vote is kept as scheduled. These fictional examples distinguish moving an event, describing it, and retaining it. Maintenu does not by itself mean the vote has already taken place. The event's status comes from the verb and its temporal context, not from assuming every official notice concerns a completed action.

Possible start day
The first sentence states a Monday start. In the second, the finite modal expresses possibility and the infinitive commencer names the proposed starting event.
Future and possibility words qualify implementation independently. Les travaux commenceront lundi presents work as starting Monday; les travaux pourraient commencer lundi presents that start as possible. Sous réserve d'autorisation means subject to authorization and can limit either schedule in context. The headline may omit this qualification while the body preserves it. Once you encounter it, revise the initial account rather than defending your first expansion. The purpose of expansion is to recover the reported relationships, including conditions that were not visible in the compressed title.

Check a compressed title against a fuller notice
The date and amount cases make you identify two distinct notation conventions. In the date case, the surrounding context explicitly states day/month order. In the amount case, the unit is euros and the comma marks a decimal fraction. Select the requested evidence before checking rather than choosing the largest or most visually striking segment. The available buttons test recognition of one authored relationship. They cannot determine whether an unrelated headline has omitted a year, used a different locale, or quoted an amount with a different financial scope.
Use a fresh fictional headline for a fuller worked comparison, Festival : budget porté à 48 000 euros. Porté à means raised to in this context, and budget is the budget. The title names a new total of forty-eight thousand euros, not an increase of that amount. A body sentence might add Le budget initial était de 40 000 euros, meaning the initial budget was forty thousand euros. The increase is then eight thousand euros. Without that initial total, the headline alone does not supply the absolute or relative change.

Reading consequence

New total, not amount added.
Budget initial de 40 000 euros
Baseline for the increase.
Versement soumis à un accord
Payment remains conditional.
Uniquement cette édition
Coverage limited to this festival occurrence.
These statements concern an invented festival. They distinguish the revised budget from the increase, the financing condition, and the edition covered by the amount.
Compare une hausse de 8 000 euros with un budget de 48 000 euros. Une hausse is an increase, so the first amount measures the change. The second measures the resulting total in this example. Divide eight thousand by the old forty thousand to obtain twenty percent growth. Nothing here is a percentage-point change because the original quantities are euro amounts, not percentage shares. It is possible to calculate a percentage increase in a monetary quantity without describing the euro difference as points. Keep the unit visible throughout the reasoning.
The invented body might continue La subvention est annoncée, mais son versement reste soumis à un accord. Une subvention is a grant, son versement its payment, and soumis à un accord subject to an agreement. The announcement does not establish payment. The possessive son links the payment back to the grant; it does not name a new donor. When a budget headline leads into financing details, preserve both the total and the status of the money. A planned budget and cash already received are different financial facts.
A final fictional sentence could say Les 48 000 euros couvrent uniquement cette édition. Couvrent means cover, uniquement only, and cette édition this edition of the festival. The period or event covered is limited. The title does not announce the festival's permanent annual budget. Cette édition also need not mean a publication edition here; the festival context gives it the sense of this occurrence of the event. Dictionary choice depends on genre and referent. The number's interpretation depends on that vocabulary as much as on its digits.
Announcement does not entail payment

La subvention
Grant under discussion
est annoncée.
Announcement presented
Payment condition
Son versement reste soumis à un accord.
Son versement
Payment of that grant
reste soumis
Continuing conditional status
à un accord.
Agreement required for payment
The grant can be announced while payment remains conditional. The possessive keeps the same grant in view, but the two clauses describe different financial events.
After inspecting a headline, write its event, status, amount or date, and any missing relationship in an ordinary sentence. For this invented festival, an adequate expansion would preserve the revised total while withholding an unsupported claim of completed payment or permanent funding. Then compare the expansion with the body, not merely with the title's familiar words. The original worked-structure reveal helps with notation, but the title-to-body comparison requires your own reasoning. A correct decimal reading can coexist with a wrong event interpretation, so check those separately.
